In what sense can rights be considered as claims? What is the advantage of characterizing rights in this way?

Certainly, rights are claimed, for example a women can claim it is her right to have to option of aborting a pregnancy, or a terminally ill person may claim it is their right to die with dignity by euthanasia. But at what point is a right a claim to something, or a liberty, rather than an entitlement? Why/when should (or shouldn't) right be characterized as claims?
